Beyond state borders: Umma-oriented actors appropriating global issues

The previously mentioned actors act transnationally or may derive some influence from external sources, yet still holding a national agenda. A second category of actors and organizations believes that a legitimate political agenda should be shared by the entire Umma. These actors tend to identify with causes that can be labelled “Islamic,” considering that these issues are bound to be supported by all Muslims as members of the same community, regardless of their geographic location or cultural particularities. Symmetrically, local issues involving Muslims tend to be interpreted by these Umma-oriented actors within a global system of references which they identify as Islamic.
